someone finally explained the reason Germans have a "quiet time" between 1 and 3 everyday...
School children go home before 1pm everyday (unless they have afterschool tutoring, music lessons, sports, etc.). Traditionally, this quiet time was when they did their homework so people stayed indoors and kept things quiet until homework was finished.
Sounds plausible! Tille - anything to add?

This is exactly how Italy was, too. Except that all of the stores shut down, too. Rather annoying if you are a college student, getting out of class around 1:30.
